WASHINGTON, D.C. – U.S. Congressman Warren Davidson (OH-08) today introduced the People Centered Assistance Reform Effort (People CARE) Act, legislation that would establish a bipartisan commission to review all our nation’s means-tested welfare programs and formulate concrete solutions to reform them. The goal of the new Commission is to make recommendations that would empower caseworkers to have a holistic view of the person and all options to assist those in poverty on their path to economic security.

 

“Throughout my travels across the Eighth District, the message is clear – we need a different approach to help families escape poverty,” said Congressman Davidson. “The goal of the People CARE Act is to ensure that caseworkers have the necessary tools to treat clients individually and holistically, rather than simply administer programs.”

 

Congressman Davidson has met with local officials and stakeholders across Ohio who agree that a new approach is needed to address poverty.

 

“I support anything that can be done to reduce the ridiculous amount of paperwork that our caseworkers have to juggle while they are trying to help people. Washington needs to realize that we know best how to help the folks in our county get back to work,” said Mike Stegall, Darke County Commissioner.

 

“The redundancy of federal programs is a disservice to caseworkers and the people we serve. Realigning programs would allow my office to efficiently address the needs of clients,” said Gracie Overholser, Darke County Jobs and Family Services Director.

 

“I would be more than willing to open my books to anyone. Several programs are so specific and inundated by red tape that they prevent staff from helping our clients,” said Angela Nickell, Mercer County Jobs and Family Services Director.

 

The Commission would also be charged with removing benefit cliffs and encourage employment, marriage, and education – three activities identified by the Brookings Institution, among others, as main ways to end poverty.
